Locke is captaining a ship through a storm. He's under yet another fake name; the ship is full of paranoid sailors who dislike him, and he's spending a lot of time thinking how hard this is since the one seaman who both knew his cover and knew how to captain died. He's screwing up decisions, discovering that you can bluster and bluff a crew, but a summer squall doesn't give a shit how good your poker face is when you don't know how to handle it.

After, through no very great efforts of his own, he and Jean and the ship survive, he's set to bury the men who didn't make it at sea, since every ship's captain is an initiated divine of Iono, Lord of the Grasping Waters.

Locke can fake a few minor aspects of Iono's priesthood... but he doesn't know the funeral blessings, and it's a blasphemy too far. In front of the suspicious crew, stating that the dead men were pirates, he gives them the blessing and commendation of the Crooked Warden, and asks that the Thiefwatcher see their souls safely to his brother.

The next day there's a mutiny. Fed up with his failures and lies, the crew storm the cabin where he and Jean are hiding. There's a brief standoff and negotiation, and Locke manages to song-and-dance an explanation and negotiation to turn the mutiny from direct murder to peaceable parley; from being shot and stabbed to dumped in the ocean to being dumped in the ocean with the ship's lifeboat, but no oars.  he broke them all out of prison, and however much he's fucked up since, they owe him, dammit.  The head of the mutiny slips him a stiletto, so he can commit suicide before he dies of thirst and exposure.

Although the mutineers are willing to let Jean go free, Jean insists on going with him. Together, they watch the ship sail away.

At no point does Locke remember what the fuck he was doing on a boat.
