Memory #8: What Chains Said afterward.

 Locke, as a child, is being lead through the streets on a foggy night by Father Chains.  Chains is explaining to him that being a priest and a pious thief means that thieves prosper and the rich remember; tenets he's already remembered in Aather.  Furthermore, he explains that the city's Secret Peace, overseen by Chains' friend, the crimelord of the city, Capa Barsavi, is a really really good way of enforcing the first imperative, and a really really big stumbling block keeping anyone from seeing to the second.

That's why he's training Locke & his friends to secretly steal from the rich, something Barsavi would kill them all for.
